I've prodded the hosting company. Looks like response times went up ten times (or more) at around 14:30 UTC this afternoon. Looks like a database issue...

Edit: Normal performance restored about 19:00 UTC.

Edit 2: Poor performance was attributed to a major software update being rolled out across the server farm...
