The OAS put in a submission to a previous Parliamentary committee eighteen years (or so) ago. (See this thread (http://forum.orpington-astronomy.org.uk/index.php?topic=361.msg1795#msg1795)) I've not been able (so far) to track down the present locatuion of that report (Parliament has changed all its URLs since then...) but I've attached a PDF (with old address, phone and email removed) of the OAS's submission here for reference.

The nature of the problem has changed significantly in eighteen years. The biggest issue these days is almost certainly LED street lighting, which is often far brighter even than the high-pressure sodium lighting that was the main problem eighteen years ago, and which is quite often not that well shielded.
