Clocks change bill runs out of time in Commons

A bid to move the UK's clocks forward by an hour for a three-year trial period has failed after the legislation ran out of time in the Commons.

The Daylight Savings Bill (http://services.parliament.uk/bills/2010-11/daylightsaving/documents.html) would have seen the UK adopt Central European Time, with BST plus one hour in summer and GMT plus one in winter.

But determined opposition from MPs meant it failed to make progress within the time limit for debate.

Many of the objections focused on the impact of a change on road accidents.

The truth, of course, is both that there would be more road accidents in the dark mornings, and that there would be fewer road accidents in the lighter evenings. Would the increase outweighed the decrease, or vice-versa? Nobody seems to want to know, because nobody actually wants a sensible reasoned decision based on the recorded evidence.
